Require voter approval of unit-wide special assessments

To require voter approval of a local government “special assessments” levied upon an entire jurisdiction, which is essentially a form of property tax but does not necessarily fall under the Headlee amendment’s requirement for a vote of the people on any local property tax increase or renewal.
