Revise certain protected individual conservatorship requirements

To require a guardian ad litem appointed by a court to represent the best interests of an individual alleged to be incapacitated to report to the court the amount of the individual's liquid assets, and if these are more than $15,000, require the guardian to petition for the appointment of a conservator to take care of the individual's assets.
