Delay ocean ship ballast water discharge regs for one year

To postpone for one year the imposition of new water ballast discharge regulations on ocean-going ships that enter Michigan waters. Note: The regulations go into effect on Jan. 1, 2007, and shippers have announced that they will no longer dock in Michigan ports as a result, because the technologies available to meet the regulations have not been approved. The shippers would instead dock in Canadian ports, and the ballast water discharges would still enter Great Lakes waters.
