Create “notice of settlement” law

To create a new “notice of settlement” law authorizing the recording by county clerks of certain documents affecting the title to real estate, which would place in law a presumption that any person claiming a title to, lein on, or interest in a piece of real estate knew of the documents recorded under the terms specified by the bill.
