Authorize dipping into “Rainy Day Fund”

To authorize transferring the unreserved balance from the budget stabilization fund (BSF or “rainy day fund”) to the state General Fund at the end of the 2005 fiscal year (Sept. 30, 2005). Note: Under current law, when the BSF balance is below $250 million, a multi-year phase-out of the Single Business Tax on businesses is postponed. This has been the status since 2002.
