To require that if any mineral resources are found on the Northville property after its sale then half the revenue from their development must be paid to the state. Also, to place five percent of the proceeds from the sale of that property into a fund to pay for the transition costs of current patients, and require that the Department of Community Health report to the legislature the details of the transition plan for current patients nine months before the facility is closed.
