2009 Senate Bill 589: Grant “interim permit” to Genesee billboard owner

To require the Department of Transportation to approve an application for a required “interim” billboard permit in Saginaw County. The bill would also ban erecting a sign within 1,000 feet of another one on a freeway, and 500 feet on a primary road, and allow new religious organization sign or service club sign measuring less than eight square feet.   Official Text and Analysis.

The bill would ban erecting a sign within 900 feet of another one on a freeway or primary road; and mandate that the owner of a sign that displays changing messages or images get a digital billboard permit, in addition to the regular annual permit. This would regulate the brightness and rate of image changes, and require the owner to allow the government to use the sign for a traffic and weather monitoring program, and an emergency alert program, including an "Amber Alert".
