Create state “stop loss” pool for school health insurance

To create a state-sponsored catastrophic “stop loss” coverage pool to cover school and university employee health care claims that exceed a pre-established dollar threshold. This would be similar to the Michigan Catastrophic Claims Association (MCCA) no-fault auto insurance Personal Injury Protection (PIP) coverage, which pays auto accident injury claims greater than $350,000. The bill resembles a <a href="http://aftmichigan.org/aboutus/whitepaper.html">proposal</a> from one of the teachers unions. School district participation would be voluntary, they would pay for the coverage, and would have to provide claims history data. Senate Bills 895, 897 and 898 allow schools to form multi-district insurance pools.
