To impose new mandates and conditions on getting the state license required to operate a funeral home, including a new mandate to complete a three-year mortuary science training program, to pass state tests, to get four hours of annual "continuing education" and more. Also, to establish that a change in the ownership of a licensed funeral establishment cancels the license, and thereby subjects the new owner to the same array of regulatory requirements and restrictions.
