2015 Senate Bill 280: Ban schools and governments paying union officials to do union work
Introduced by Sen. Marty Knollenberg R-Troy on April 16, 2015
To prohibit the state and local governments including public schools from carrying union officials on their payroll for doing union work, on either a full time or part time basis. Under these so-called “release time” arrangements many public school districts pay a local union official a full time teacher's salary and benefits even though the individual does not teach or perform any other educational functions.   Official Text and Analysis.

Amendment offered by Sen. David Knezek D-Dearborn Heights on November 10, 2015
To still allow governments and public schools to pay union officials to do union business if it is “germane to collective bargaining, contract administration, grievance adjustment” or related activities, or for “joint labor-management activities designed to address workplace issues,” or to lobby the legislature.
The amendment failed 17 to 20 in the Senate on November 10, 2015.

To declare that the proposed law would not apply if its changes "violate federal statute".
