Authorize additional spending in FY 2019-20 state budget

To appropriate $14.8 million to reimburse county jails for housing felons who would otherwise be placed in state prisons. This money was in the 2019-20 fiscal year budget approved by the legislature in late September of 2019, but was removed by one of 147 line-item vetoes executed by Gov. Gretchen Whitmer, which struck $947 million from proposed spending.
