Revise charitable gambling detail

To increase the cap on the amount of “chips” that a charitable “millionaire party” vendor may sell per day, from $15,000 to $30,000, and pro-rate this by the number of days a vendor is allowed to operate (meaning the vendor could sell more chips if operating fewer days).
