Revise criminal common law violation penalties

To establish a system of graduated penalties that correspond to the severity of the violation for “common law” offenses that are not specified in state statutes. The bill retains maximum penalties of 5 years and a $10,000 fine for “indictable” felony offenses, and adds a penalty of up 10 years and $25,000 for an offense that harms an individual badly enough to require medical attention or care.
