Expand ground for parental rights termination

To terminate the parental rights of a parent of a child in foster care or in the temporary custody of a court if the parent has been convicted of more than two felonies, whether violent or nonviolent, and has been convicted as a habitual offender. Exceptions would be allowed if the parent has been through and benefited from various rehab programs, owes no child support, has income and a place to live, etc.
