Revise certain government notice publications in newspapers

To revise state laws that require certain legal or procedural notices to be published in a newspaper, to instead allow the notices to be published on a web site under certain circumstances. This bill changes the definition of “newspaper” to include websites that meet certain requirements, such as producing an archivable hard copy of the issues with notices.
