Ban “alcohol-without-liquid” devices

To prohibit the sale, possession or use of “alcohol-without-liquid” devices, subject to up to six months in jail and a $500 fine. “Alcohol-without-liquid” devices deliver alcohol in a vapor form that is inhaled, and reportedly can induce drunkenness without a hangover, but with all the other usual effects, including impaired driving.
