The Senate version of the Fiscal Year (FY) 2003-2004 Department of Military and Veterans Affairs budget. (Note: Gov. Jennifer Granholm’s proposed budget for this department is <a href="http://www.michiganvotes.org/2003-SB-33o">Senate Bill 330 </a>.) This appropriates $102.9 million in adjusted gross spending (funded from all sources, including state restricted fund and federal pass-through dollars, minus interdepartmental transfers), compared to $103.1 million, which was the FY 2002-2003 amount enrolled in 2002, excluding any supplemental appropriations, line-item vetoes, or later cuts. Of this, $37.9 million will come from the General Fund (funded by actual state tax revenues), compared to the FY 2002-2003 amount enrolled in 2002 of $40.0 million. This department operates programs intended to benefit state veterans, including the operation of two veterans’ homes, and also has the mission of ensuring the preparedness of the Michigan National Guard. To remove $100 “points of difference” between the House and Senate versions of the bill on the line items containing state funding for 11 veterans service organizations (such as the Amercan Legion and the VFW). This would have the effect of taking “off the table” any conference committee negotiations between the House and Senate regarding the final funding for these organizations. In other words, the Senate-passed amounts would be the final amounts, regardless of any other changes made to the budget during negotiations.
