To increase the cigarette tax by 50 cents to $1.25 per pack, and to impose proportionate increases on all other tobacco taxes. Of the additional 50 cents, 25 cents would go into the general fund; 20 cents to the school aid fund; four cents to the Medicaid Benefits Trust Fund; and one cent to Wayne County health care programs.
