To prohibit an auto dealer and/or financing office from holding the title of a vehicle which has been sold to an individual, and require the title be mailed or delivered to the purchaser not more than five days after receiving it from the Secretary of State. The bill was amended in the Senate to permit GM to use extra wide trucks to haul new vehicle assemblies between two nearby auto plants located in Flint.
