Corrections: prisoners; corrections code of 1953; update to reflect creation of productivity credits.
Creates system of productivity time credits in state prisons. 20 days for each month enrolled in educational or vocational program. 90 days for completing MDOC recommended program that does not lead to GED or other academic credential. 120 days for earning GED, HS diploma, or higher ed degree. Participants are ineligible to receive credits in any month they are found to have committed major misconduct, scored very high risk on most recent validated risk and needs assessment, or assigned to category V or VI housing unit. Maximum total credit allowed is the lesser of 20% of minimum sentence.
Controlled substances: drug paraphernalia; sale of nitrous oxide devices; prohibit.
Construction: asbestos; provision allowing the withholding of payment to asbestos abatement contractors or demolition contractors for environmental violations; require certain local government contracts to contain, and require certain disclosures by asbestos abatement contractors and demolition contractors.
