A bill to impose a surcharge on deluxe second homes; to provide for the levy, collection, and administration of the surcharge; to provide for certain exemptions and refunds; to provide for certain penalties, sanctions, and remedies; to provide for the distribution of the proceeds of the surcharge; to create certain funds and provide for the distribution of money in those funds; to provide for the powers and duties of certain state governmental officers and entities; and to allow the promulgation of rules.
Establishes a progressive annual surcharge on high-value, non-owner-occupied homes in Michigan, directing the revenue to support school funding, municipalities, and property tax transparency initiatives, contingent on the passage of related legislation.
