Economic development: other; helping opportunity prosper everywhere zone act; create.

A bill to provide for neighborhood preservation and revitalization and foster economic opportunities, including workforce development, in certain impoverished areas of this state; to provide for the creation of HOPE zones; to provide for obtaining neighborhood HOPE zone certificates for a period of time and to prescribe the contents of the certificates; to provide for obtaining workforce development HOPE zone agreements for a period of time and to prescribe the contents of the agreements; to provide for certain tax deductions, credits, and exemptions; to provide for the levy and collection of a specific tax on the owner of certain facilities; to create certain obligations of this state and local governmental units; to create certain funds and to provide for the distribution of money from those funds; to allow for the capture of certain withholding taxes; to provide for the creation of certain programs; to require certain reports; to allow the promulgation of rules; and to provide for the powers and duties of certain state and local governmental officers and entities.
