A bill to provide for the levy, collection, and administration of an excise tax on the sale of certain wireless communications devices in this state; to provide for the distribution of the proceeds of the excise tax; to provide for the powers and duties of certain state governmental officers and entities; to allow the promulgation of rules; and to prescribe certain penalties.
