Senate Bills 761–763 strengthen Michigan’s oversight of large water users by tightening water-withdrawal permitting and consumptive-use limits, requiring annual public reporting of data centers’ water and energy use, and prohibiting permit holders from shifting infrastructure costs for increased withdrawals onto the public, with certain provisions contingent on related legislation.
