“(7) Except as otherwise provided in this subsection, each year, $500,000.00 of the funds

remaining in the disaster and emergency contingency fund at the end of the fiscal year may be transferred and deposited into the state hazard mitigation fund created in section 18a. The transfer and deposit described in this subsection may be made only if at the end of the fiscal year the balance in the disaster and emergency contingency fund, after this transfer and deposit, will be $75,000,000.00
