A bill to amend 2016 PA 281, entitled “Medical marihuana facilities licensing act,” by amending sections 102, 302, 401, and 402 (MCL 333.27102, 333.27302, 333.27401, and 333.27402), section 102 as amended by 2021 PA 57, section 401 as amended by 2020 PA 207, and section 402 as amended by 2021 PA 161, and by adding section 402a.
House Bills 5441, 5442, 5443, and 5444 overhaul Michigan’s medical and recreational cannabis regulatory framework by renaming and clarifying the authority of the oversight agency, tightening definitions and licensing procedures, imposing population- and municipality-based caps on provisioning centers and retailer licenses with limited resort district exemptions, strengthening ownership and issuance restrictions, enhancing public health, safety, and regulatory oversight, and promoting social equity, with major provisions taking effect in 2026 and contingent on related legislation.
