Regulate internet user privacy and personal data use

To establish a state regulatory regime on internet user privacy and use of personal data, including restrictions and requirements related to registration requirements, notices to consumers regarding data sales, creation of new regulatory bodies, and more. Many of the provisions target a category called “controllers, which is the person or entity that “determines the purpose and means of processing personal data,” and would regulate matters including “denial by the controller of financial and lending services, housing, insurance, education enrollment, criminal justice, employment opportunities, health care services, or access to basic necessities, including, but not limited to, food and water”.
