Replace surrogate mother law with “gestational surrogate parentage act”

To repeal an existing “surrogate parenting” law and replace it with a new one that would be called the “gestational surrogate parentage act.” This is part of a legislative package comprised of House Bills 6389 to 6392 to establishing a comprehensive regulatory regime and contract provisions for this.
