Expand student athletes endorsement revenue rule

To expand to high school athletes a 2020 law that prohibits colleges, the NCAA, or other intercollegiate athletic organizers from barring participation by a student who has received compensation for the use of the his or her name, image, likeness rights, or athletic reputation, or if the student hires an agent.
