Authorize process for voters to disincorporate townships

To authorize a process by which a township government can be “disincorporated” by a vote of its residents, with the territory becoming an unincorporated part of a county. Among the many details involved in terminating this particular layer of government, the bill would require the county to continue collecting and dedicating tax dollars used to pay off township debts to this purpose.
