To extend the provisions of a 2006 law regulating cable TV services, to providers of satellite TV and video “streaming” over the internet or smart-phones. The 2006 law was enacted in response to citizen complaints about local cable TV “monopoly” privileges imposed by local governments restricting other cable providers, but does not appear to be a factor in the dish- or video-streaming markets.
