Revise overspending local government “emergency” provisions

Establish a new state regulatory regime aimed at identifying local governments at risk of having a fiscal “emergency” (i.e., a state taxpayer “bailout”), which is usually caused when their elected officials persistently spend more money than they take in. The bill would also create a new segregated state account (“fund”) to cover to cost of establishing and administering new regulations associated with this.
