Extend indefinitely permission for remote local government meetings

To essentially make permanent the permission granted to local governments to hold their meetings remotely, subject to specified limits and requirements, which was granted temporarily by state epidemic response laws enacted in 2020. Also, to allow some local elected official to attend some actual meeting remotely over the internet, subject to limits, requirements and restrictions specified in the bill.
