Prohibit certain above-cost fees charged by government

To establish that the fees charged by the state for an application, license, registration, examination or similar government-mandated item must be reduced by the amount that it “does not bear a reasonable relation to the costs incurred” by the state. Agencies would have to give legislative appropriations committees annual reports on the “reasonableness” of their fees.
