Regulate consumer data collection

To establish a new consumer privacy regulatory regime related to personal data and consumer and individual rights. The would include a right to know what personal data is being collected about them; whether it is being sold or disclosed and to whom; to refuse giving consent to the sale of personal data, processing it for purposes of targeted advertising or to make decisions that produce legal or other significant effects on the consumer; to access the personal data collected about them and request deletions and corrections; and more. It would apply to a person that controls or processes personal data of more than 100,000 consumers, or 25,000 consumers if the person derives over 50% of gross revenue from the sale of personal data.
