Exclude minors from life-without-probation sentences

To amend references in the state penal code to accommodate the proposal in House Bills 5941 and 5942 to make some offenders eligible for parole who were less than age 18 when committing a crime that resulted in being sentenced to life in prison no parole eligibility. Those bills would also bar giving this sentence to such individuals going forward.
