Democratic union/labor package – fiscally failed school districts

To remove from the state law mandating that government agencies negotiate collective bargaining agreements (union contracts) with unions a provision addressing the status of fiscally-failed school districts that have been placed under a form of receivership by the state. This is part of a 35-bill package introduced by Democrats in the state House and Senate that would roll-back limitations enacted since the 1990s on the power of public employee unions, and on the authority of public schools and government employers to seek various cost-saving provisions or grant cost-raising provisions in union labor contracts.
