Authorize state “racial equity and reparations” spending

To create a state “racial equity and reparations fund,” and spend $1.5 billion on “grants, loans, investments, and other economic assistance for businesses and for economic developments that promote the African-American community in this state.” House Bill 5673 states this would be federal money, but House Bill 5672 would direct revenue to this program from a new “surcharge” levied against state-funded subsidies granted selectively to certain corporations and developers.
