Extend job training subsidies to some corporations

To extend for another five years the sunset on a program authorized by a 2008 law that allows community colleges to borrow up to $50 million to provide job training subsidies for particular employers, and which earmarks future state income tax withheld by those firms from these employees to repay the debt.
