Give money to poor and minority communities for environment-related programs

To create a new “air quality enforcement and mitigation” account (dubbed the “AQEM Fund”) in the state Department of Environment, Great Lakes, and Energy, and distribute 30% of its revenue to specified air pollution mitigation, monitoring and enforcement actions in poor and minority communities, and 70% in grants to nonprofits, local health departments, local environmental departments, and school districts for related activities in these and nearby communities.
