Prescribe thresholds for imposing health department emergency orders

To establish prerequisites for the state health department imposing an epidemic-related emergency order, require the order to identify the epidemic and describe how any restrictions or bans it imposes on people gathering protects public health, and require that it include all information used in deciding to impose the order including data and statistics. The bill would prescribe the hospital capacity reductions and disease incidence levels that would have to be reached before emergency orders could be imposed. Similar rules would apply to local health agencies.
