Allow state waiving medical services license for veterans licensed elsewhere

To make current military personnel, veterans, and their dependents with a medical services occupational license issued by another state eligible for license reciprocity in Michigan. Service members licensed from in good standing who can demonstrate competency in through training and/or experience could get a Michigan license without having to repeat many of the requirements.
