Mandate riparian property environmental contamination risk assessments

To mandate that all owners of docks, wharfs, piers, jetties or seawalls used for commercial or industrial purposes submit an assessment of environmental contamination every five years, prepared by a paid environmental consultant who is a licensed professional engineer, and do this every three years if the property is deemed “high risk” for environmental contamination.
