Ban regulatory “greenhouse gas emission” schemes without legislative authorization

To prohibit state environmental regulators or any state department from adopting or joining a state or regional program, rule, policy, or memorandum of understanding that regulates “greenhouse gas emissions” as defined in the bill without specific legislative authorization. This would include measures covered or required by federal regulations, along with policies related to low carbon fuel standards; regulations on mobile or stationary emission sources; greenhouse gas taxes, fees, or “trading” schemes; or a program “prompted by” an international treaty, executive agreement, interstate compact or agreement.
