Restrict certain local government emergency response charges

To create a new law that would authorize lawsuits against local governments for imposing a penalty or sanction on tenants, occupants, or landlords of rental dwellings for contacts made to police or emergency services to help a person who is reasonably believed to be an abuse or crime victim, or if there is an emergency.
