Restrict health and welfare department waiving social welfare benefit requirements

To restrict the authority of the state health and welfare department to waive Medicaid eligibility requirements for an individual. Among other things the department would have to routinely collect and review big winnings data from regulators of legal gambling including the state lottery, plus review vital records, residency, unemployment insurance benefit and wage data and more to determine whether beneficiaries were and still are eligible.
