To permit revenue from the optional state park "passport" surcharge that is attached to annual vehicle registration (license plate) renewals to be used for sales incentive programs that encourage employees and organizations that process registrations to “push” the passport. This appears related to a new law that authorizes two-year vehicle registration renewals.
