Add more steps to school expulsion policies

To require public schools to hold a hearing before deciding to expel or suspend a student who has committed an assault against staff or another student, during which "adverse childhood experiences" would be considered and addressed. This is related to Senate Bill 634, which would add extensive appeal provisions and additional reporting requirements related to the race, class, gender or other specified characteristics of a student subject to suspension or expulsion.
