To replace the system authorized by a 2012 law of placing financially failed local governments and school districts in state receivership under a financial manager appointed by the governor. Instead the governor would appoint three-member financial management teams with fewer powers than financial managers under the current law, for a period that could not exceed 18 months. House Bills 5142 to 5158 amend references in other statutes to accommodate this proposal.
