Eliminate student outcome-based teacher ratings

To no longer require public schools to rate individual teacher effectiveness as either highly effective, effective, minimally effective or ineffective. House Bill 5104 would end annual assessments of individual teacher effectiveness in which student outcomes play a role in the rating.
